某个夜晚，首都圈警视厅高层举行例会。突然一名持枪男子闯入会场，将所有长官劫为人质。警方迅速调查劫匪身份，发现其竟是早已离职的前巡查部长八重坚哲也（小泽征悦 饰）。此后不久，特种部队强突会场，营救行动圆满完成，混乱中八重坚饮弹身亡。由于不清楚八重坚的真实目的，而他被杀的过程中也存在蹊跷，杉下右京（水谷丰 饰）和神户（及川光博 饰）旋即展开调查，发现这一切似乎与七年前某起足以引起国际纷争的恐怖袭击案件有关。而另一方面，警方高层出于某种原因也不断施压，试图阻止特名组的调查。层层迷雾后面，究竟隐藏着怎样惊人的真相？ 本片为同名电视连续剧第二部剧场版。。"In 1998, Jean-Luc Godard made a short video entitled Adieu au TNS (Farewell to the TNS).
