在一个暴雨倾盆的日子里，右京和珊璞（佐久間レイ 饰）接连遭到神秘的霸王餐者的突袭，整条商业街也陆续受害。乱马（山口勝平 饰）原以为只是普通的霸王餐小毛贼，却发现连良牙（山寺宏一 饰）和九能带刀（鈴置洋孝 饰）也遭到袭击，而对方抢劫和吃饭的速度更是令众人惊叹不已。不久，小茜遇到夏目和久留美两姐妹，而她们就是甚嚣尘上的霸王餐小偷。姐妹俩走遍全国寻找失踪的武术家父亲，天道早云开心地收留了她们，然而最终却发现她们的父亲名叫“天道早云”，一切变得扑朔迷离…… 本片根据高桥留美子的漫画《乱马1/2》改编，系该动画的OVA版。。Plebs is described as "a thoroughly modern comedy in an ancient setting."
